The European elections approach forces us to reconsider the institutional structure of Europe.
The European Union has several institutions that implement EU policies. Include:
1.La European Commission created by the Treaty of Rome in 1957, composed of 27 commissioners. Its mandate is 5 years. It proposes and puts into practice the policies say. It ensures the implementation of treaties and has the right of initiative. It is independent of the Member States.
2.The Council of the European Union, National Council of Ministers, oversees the development of legislation and vote.
3.The European Parliament (EP), the parliamentary body of the European Union. MEPs are elected by direct universal suffrage for 5 years. They number 736, representing nearly 500 million.
The European Parliament has legislative powers and budgetary control. With the Treaty of Lisbon, its powers will be even larger.
The European Union (EU) currently includes 27 member states. These are: Germany, Austria, Belgium, Bulgaria, Cyprus, Denmark, Estonia, Finland, France, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Czech Republic, Romania, UK, Slovakia, Slovenia, Sweden.
In addition, the European Union includes the Outermost Regions:
a) The four overseas departments French: Guadeloupe, French Guiana, Martinique and Reunion.
b) The autonomous Portuguese regions: Azores and Madeira.
c) An autonomous community in Spain: the Canary Islands.
In addition, Guadeloupe and Martinique are part of the Conference of Peripheral Maritime Regions (CPMR) and the Conference of the Islands.

Overseas Constituency has been divided into three sections:

Pacific: New Caledonia, French Polynesia,
Wallis and Futuna.Each zone will be elected.
Eleven lists will be presented (document attached).
These elections will be based on a voting system very complex.
The three seats overseas will be distributed to lists, proportional representation, with the highest average, based on the results of all the riding ultra-marine.
The election will have a turn.
