Indeed, the strikes of unprecedented magnitude have in turn shook the French Guiana, Guadeloupe, Martinique and Reunion, spread panic here and there, nightmare fever and chills. We went very close to chaos.
In Martinique, after the flood, we remain stuck in the impasse that has lasted a long time now, that the impasse could have been avoided.
Yet the plans of all kinds have not failed. But consciously we have forgotten that all people aspire at some point in its history to be as player development while being associated with one another, and why not others.
The determinants of this crisis in the global crisis are both numerous and complex. Some commentators saw it as a reckless call to the state. Other aspiration to more integration, more assimilation. In the circumstances it was actually called the hand of the state is more visible to counteract the market's invisible hand, in areas specifically within its jurisdiction. Include the defense of the purchasing power of lower prices, the appreciation of low wages, social minima and small pensions, unemployment endemic, the revival of social housing, the precarious situation of young people ... But all these elements , which formed the core of the claims, do not they were in the own program of President of the Republic?
Mistaken one who wants to be mistaken if he believes adamant that only material concerns were highlighted. In pierced underlying societal demands more, more political, entirely legitimate. Because nothing can stop an idea when its time has come. Now the time has come to a qualitative change.
Mr. Secretary of State not miss the opportunity to promote together. The mistake was to reject it, the best would be to accompany him.
As for me, I never called for a desperate flight forward, let alone a deadly status quo that we face today the unavoidable consequences. Sovereignty should be shared wherever possible.
Faced with this situation, which was predictable, the role of politics is not he not work in perspective for failing to patch up again faults and dislocations that have emerged and will become larger? This was done with the pattern of economic development and Martinique Agenda 21. This was done by seeking the passage of Article 74 of the Constitution. These projects were approved by the elected representatives in Congress.
Mr. Secretary of State, I do not expect you to return to cookie-cutter. I claim that listening and dialogue that is the most constructive. Everything is in everything, do not believe that I have so far forgotten the famous LODEOM. I wish she resumed her Christian name - Law for excellence overseas - and that includes means most appropriate, when the economy of Martinique is for emergencies, while it takes also for the future.
In any case, so that the endogenous always advocated, never realized, is no longer an empty goal, must still be valued as our potential, that the jobs created do not continue to slip through our fingers that the agricultural land is no longer squandered, our fiscal autonomy is fully restored and consolidated, that mastery of the subsoil, the sea and seabed is transferred to us, and our international openness is accepted.
In short, it's a global change that is considered.
In times of rationing, the LODEOM will not be a law miracle, even if it was copiously amended. I will bring my contribution in the discussion of articles, but let me make already some comments and suggestions.
My first comment concerns the regional planning scheme. One of its main thrusts is the preservation of agricultural and natural areas. In this regard, the situation is bitter, since ten years, the agricultural area has increased from 40 000 to 26 000 hectares. If we continue at this pace, appointment is made for future disorders. Let us know that the police effective SAR is in the sole hands of the prefect, raising constantly conflicting assessments on its effective enforcement.
My second comment concerns photovoltaics. The Grenelle Environment recommended to increase to 50% share of renewable energy by 2020, but the photovoltaic land is not regulated by law. But the current files cover no less than 240 hectares. It is an aberration more to avoid. At this rate, and given my earlier remarks, Martinique will soon be up for auction, it prepares the next revolt. It is therefore urgent to legislate in this area, encouraging the installation of these devices on buildings.
My third point relates to social housing. Deliveries collapsed: Martinique, there were 258 in 2007 to 11 000 requests. Should, however, reducing the importance of LBU? I do not think so. Indeed, the issue of social housing does not sufficiently obsolete and aging buildings, including the award criteria should be considered. Moreover, the tax exemption of social housing raises concerns because it would make it dependent on the contingencies of the market. In addition, there is a risk that non-veiled substitutes for end to LBU. For these reasons, maintaining it is desirable, but the volume falls short of funding needs.
My fourth point concerns the coastal zone. On this coveted area, the risk of selling off is obvious, even for value. All transfers of empty lots must be based on a collaborative development project with the mayor of the city concerned, if necessary the regional community and the Agency of geometric fifty paces. In case of resale, a right of first refusal must be given to the mayor, the regional authority or the Agency. I would add that it is time to settle the problem of access and freedom of movement along the shore, which are the subject of ongoing conflict.
My fifth point relates to very small businesses. In Martinique, 1167 companies have more than ten employees, while they are 5887 to employ between 1 and 9 employees and 21 776 to have none. Very small businesses represent a potentially important source of employment. But among them there are companies created as part of the tax exemption, which are in fact simple mailbox.
This company represents 30% of businesses with no employees and 55% of companies created since the law Girardin, which distorts the figures for start-ups for services. They serve to support the financing package of tax exemption and have no real impact on the economy because they have no real activity in Martinique. Or they distort, by voting, the representation of companies with actual activity. Hence discontent assured.
My sixth point is a request. To promote the economic dynamics that we want to stimulate the transfer of the port and airport in the region's heritage is more than ever. I ask, for the fourth time, this operation is performed for the benefit of the public interest. I hope that this time, I will be finally heard.
In conclusion, it is generally accepted that after a great thunder, the weather cleared. Now we come to know one. I therefore hope, Mr. Secretary of State, that the horizon of all possibilities that emerges is established and a new order of relationships and responsibilities in greater transparency and greater respect for democracy.
