Open Letter to Governor of the Banque de France (Pointe-à-Pitre, Paris March 20, 2009)
Co-signed by the CGTG (CGT Guadeloupe) and the CGT IEDOM Banque de France
Pointe-à-Pitre, Paris, March 20, 2009
Mr. Governor,
The Banque de France is a republican institutions. Therefore on behalf of Republican values that drive you and your recent commitment and solemn, made before all the officers of the Bank of France, "to fight against all discrimination, whatever the cause, "we grasp.
The IEDOM (Institute of issuance of the overseas departments) works on behalf of the Bank of France in four departments (Guadeloupe, Martinique, Reunion and French Guiana) and Mayotte and Saint Pierre and Miquelon .
The IEDOM performs missions strictly identical to those branches of the Banque de France (business enterprises, processing bills, debt ....). The skills of officers IEDOM are exactly similar to those of officers of the Bank of France discharging their duties in the branch network.
The capital of the IEDOM is wholly owned by the Bank of France. At year end, the accounts of two banks of issue are combined.
You have appointed Mr. Yves Barroux as general manager of the IEDOM. Jean-Pierre Landau, Deputy Governor of the Bank of France, is the Chairman of the Supervisory Board of the IEDOM.
The IEDOM is entirely in the hands of the Bank of France, that is to say in yours.
As you know, officers of the IEDOM Guadeloupe, the call of their inter-union, on strike since Feb. 9. They camped day and night before the agency.
Yves Barroux has continued to make threats and call back to work immediately and declaring that he would open negotiations to redevelop their status, which provides an implementation 1 January 2010. This redevelopment project has to be signed on June 30, 2009 with the principle of a challenge to their seniority bonus.
After requesting to no avail, the direction for the resumption of negotiations, the Inter had to appeal to the prefect who has appointed a mediator in the person of Mr. Bernard Cressot, Paymaster General.
The opening of negotiations and taking into account their platform of demands have been initiated and (purchasing power, working conditions, staff) and have had no real objective responses.
Officials of the IEDOM Guadeloupe (such as Martinique) have paid less than 20 to 30% that of their colleagues in the meeting and Guyana and 40% lower than the headquarters in Paris.
It goes without saying that their status in all respects, is much lower than the agents of the Banque de France, although they perform the same duties and have the same skills.
The agents of the strikers IEDOM registered their movement in the great mobilization that will mark forever the social history of Guadeloupe. This mobilization is part of the necessary fight against the high cost of living overseas and is an aspiration shared by all the Guadeloupe and more broadly by all the Ultramarines: no longer being treated as second class citizens but as citizens its own right.
Officials of the IEDOM Guadeloupe, after 40 days of strike, are still determined to assert their rights and their legitimate claims.
The regional prefect, Guadeloupe, has initiated a mediation yielded no concrete results so far.
The IEDOM plays an essential role in the economy Guadeloupe besoinde who move off quickly and on a renewed common basis. The IEDOM should be able to contribute as soon as possible.
On the other hand, has always been the IEDOM is regularly shaken by long-term social struggles that are rooted in the diversity of the staff regulations of the IEDOM - not based on criteria of competence, but on historical criteria and geography - andin the finding of a grossly unfair under the status of agents of the Bank of France.
This is the direct legacy of the colonial past. Should terminate as soon as possible according to the principles of republican equality and social justice.
Therefore, Mr. Governor, we call on you solemnly and publicly to put all your weight so that all the unions of the IEDOM (Guadeloupe and beyond) are being served by their general direction that the This means, in a timely manner and through negotiations, finally open the way for full recognition of equal treatment, no doubt in every respect between the officers and agents IEDOM Bank of France. Provided that officers IEDOM, given the high cost of living in overseas recognized by all, will keep the bonuses and allowances, insufficient but essential to address the cost of living.
Mr. Governor, it is your responsibility now to answer that we hope Positive touching on essential principles. This positive response would allow the IEDOM Guadeloupe to mobilize immediately to serve the economy of Guadeloupe who really needs it.
We are sure that all the agents of the IEDOM and the Bank of France will understand our approach, and if necessary, we will show their support.
Please accept, Excellency the Governor, the expression of our sentiments of respect.
