Here is the platform of demands of 62 proposals released March 2, 2009 by COSPAR. On 5 March, the Reunion will gather by the thousands to advance these claims for employment, higher purchasing power and housing.
PREAMBLE
The exasperation of the population of Reunion is justified by a beam of objective factors that contribute to a deterioration of purchasing power and living conditions of our citizens. Pricing, we see that over the period 1997 to 2007, prices in Reunion increased by 37%, while at the same time, they increased by only 30% in the Hexagon. Tax exemption policies have resulted in a slowdown of wages. The state has its share of responsibilities, including setting the minimum wage and aid policies.
52% of the population below the poverty line, against 18% in metropolitan
50% of the population in 2006 had an income below 690 euros
10% of the lowest incomes were lower in 2006 to 390 euros.
There is also an unacceptable wage inequality between men and women: a worker Reunion earns on average 90% of the salary of her male counterpart.

The production of social housing faces a stronger political and ambitious. The accommodation must be managed as a public service.
In Reunion, there is inadequate production of the supply and demand not to mention the territorial imbalance.
The housing policy does not stop with the stone, it also concerns aid to people.
80% of the meetings are eligible for social housing.
The rate of effort for Reunion housing applicants are becoming more and more unbearable, they abnormally increase and reach levels exceeding 30% per household.
They are excluded from social housing applicants who are in situations of no return.
Public intervention must take its share of responsibility.
This is part of the fight against exclusion.
It is time to take into account the realities and tragedies that affect thousands of meetings, all social groups, young and elderly.
What dignity for human beings homeless, forced to live in substandard housing, to live in overcrowded housing in totally unsuitable, broken lives, children without markers.
We do not want that meeting for our children. It is time for change! To do this, the government must engage in a fast and sustainable additional funding in devices adapted to our Department.
CLAIMS
FRAFU (Regional Fund for Urban Development and Land)
To combine FRAFU and LBU, legislative changes such additional costs recognized in connection with the acquisition of land.
ANAH (National Agency for Abitat)
Expand the skill set of the ANAH in Reunion.
VEFA (Sales in the future state of completion)
Identify private dwellings abandoned in the state of construction.
Maintain LBU credits, FRAFU, FCA, CG ... to finish the work with a sale for the lowest wages. 1.2, 1.4 SMIC.
National Interest
The meeting must be recognized as a strategic site and territory priority.
Identify sites used in state-owned
ANRU (National Agency for Urban Renewal)
Extend to all common Reunion device ANRU providing increases in appropriations.
Benefit from the implementation of the recovery plan "housing ANRU" to review areas of Reunion eligible. Two billion of work should be released in France.
Resource ceilings - Housing benefit - PTZ (interest-free loan)
Initiated at the same meeting resource ceilings in Metropolis because of the cost of living significantly higher (Paris area and adjacent regions).
- Implementation of specific help to the public which has a rate of excessive force (+ 23%) and not eligible for social housing so that it can have access to housing (a housing adapted ...).
Increase the amount of housing benefit in Reunion to the equivalence of the Metropolis Area A or 1.
Make Reunion eligible for PTZ in the area A.
Extend the Loan in Reunion Young Futures device managed by the CAF, but not operational in Reunion.
Freeze rents - Rental charges
Rate freeze rents in both the social housing and private sectors.
Ceiling on rents in the private developers who benefited from the tax exemption.
Gel rental charges at the same level as 2008 or lower expenses.
Access to housing for people with disabilities or elderly people and improved housing
Census of public
Implementation without delay of a response plan to do the work necessary and obligatory to the lessor
Obligation of the landlord or manager of Housing (State, General Council, FCA, CILR, Commons) meet the criteria for allocation of housing for priority groups (people with disabilities, people living in substandard housing ...).
Sale of social housing
Get a multi-year social landlords on the sale of homes that will be achieved by 2009
Negotiate with banks for loans at preferential rates and mobilize all the measures in place as part of the acquisition
Taking into account the sale of the year during which the rent was paid by the tenant.
