As a retired physician, in addition to my full support to the collective and compatriots who invest heart and soul for a month, I would like to bring my contribution to the discussion on the 3 rd point of the claim concerning the employment and health:
The facts are undeniable: the general health of the population has deteriorated in recent years.
Out in parallel reduces the number of physicians each year. Especially specialists: There is almost no pulmonologists in the department, clinics are quêtent radiologists, the long waiting lists in the offices of ophthalmologists ... etc..
Out or is the next generation of West Indians Doctors?. The regional council wanted to open and funded the first year of Medicine in Visio conference in Guadeloupe is an excellent initiative but the number of candidate is too inadequate to meet needs!

No to the closure of Pneumology Hospital Carbet
The pulmonology department of the hospital Carbet should be closed as of December 31, 2008. The reason given by the HRA would be that of 25 existing beds, only five beds are currently, ignoring the fact that the decline in activity is mainly due to a shortage of doctors in the service and not a lack of patients requiring care in a pulmonology department.

The same applies to many professions (nurses, physiotherapist, radiographer etc ...). Especially as the aging population requires more and more daily nursing home care and physiotherapy.
Outside the nursing staff is already insufficient for the hospital (especially in bulk)
Faced with the serious risk of this growing shortage for preserving the health of the population, 1) the first year of medical school was opened at the UAG with a quota (number of students who pass the examination for first year ) less than 50 (for 3 departments) a few years ago, 2) formation of a manipulator radio (SDR) opened at Bellevue High School with a staff of 20 places for three departments 3) Schools of Physiotherapy and of nurse had increased their workforce in 5 years.
In view of the urgent needs today or in the future, these programs are inadequate in size and diversification.
The dean of the medical school boasts of a steady increase in the numerus clausus:
2009: 82 (total Antilles-Guyane) out of a nearby 600 students
2008: 77 (total Antilles-Guyane)
2007: 77 (total Antilles-Guyane)
2006: 75 (total Antilles-Guyane)
2005: 68 (total Antilles-Guyane)
2004: 48 (total Antilles-Guyane)

you will be dismayed that we are the FCC with the numerus clausus the lowest in France and well below that of other cities Facs, out of the Fac UAG covers three departments while Facs metropolis are a number of single department! The imbalance is too great in number so it is normal that we are not inundated with doctors from the West Indies and it will increase in coming years if nothing is done. Because we all agree that the cultural, linguistic, traditional, etc ... is fundamental to the considered global, human and correct for patient care. So a Caribbean will always be able to know, appreciate this component to better care for another Caribbean. On the other hand it is often better able to suggest ways of research and treatment for conditions specific to a human and natural environment from which it sprang.
To ensure a healthy replenishment of the number of health professionals in our West Indian Department must:
1) For at least five years must pass our numerus clausus at least 200 in our sole FCC as is the case for four Facs of Paris, Lyon Facs 4, 3 Facs of Bordeaux, Lille Fac The Fac Marseille etc ... and it would be insufficient because the 200 would be a year for three departments (Martinique, Guadeloupe and French Guiana)!
It seems to me that the numerus was limited as a result of training, from the second year, was done in Facs of Metropolis can not accommodate too many additional students (mostly Bordeaux). But since 2008, is the second year in Guadeloupe. Just as the average budget and teachers be granted to the cycle of 8 years at ESU! This would bring to our departments a pool of professors and researchers if possible from the Doms. Students wishing to pursue specialties will continue to form the center of the hexagon.
Caution should be limited enrollment in the West Indies.
2) Open to other schools of nursing in the island. For the vocation is there as thousands of candidates apply each year in the competition for a limited number of seats on either the weak capacity of the school's teaching hospital. For a Department that is unthinkable to have a school of 84 places! (In Guadeloupe it but also that a workforce of 122 seats, not talking about the proliferation of various schools in all cities in France - in fact we all know that many of our children who go without the help in metropolitan and succeed in the West Indies after failing because there are more spaces hexagon and fewer candidates for the number of schools)
Schools do not need to be in that city and UHDs there in FACS and public or private high schools.
3) 20 radiographer trained per year for three Department is insufficient to cover the needs. The school rejects every year many cases of young people (who have a vocation) due to lack of space when there is a national shortage in this area!.
Open a second school reserved for Martinique!

Regarding the Education sector: The number of Teachers of Mathematics, Physics and SVT is falling for both colleges, high schools and higher education. There will soon be a shortage because the teacher start to retire en masse or the sciences are increasing in variety, number and number of pupils and students. I learned that sometimes certain classes start the year without math teachers for several weeks?!. The Capes is happening in Metropolis because there is not adequate to the Masters UAG. Out of Many Martinique are reset to the Capes ORAL while successful "hands down" in writing. After 2 or 3 years they give up and turn to other studies. Of course stations in Martinique will be filled by teachers "Nationals". Local preference will be difficult to apply because there will be little or no Martinique. Out it is not the vocation and investment that has failed (failure often unfair to the oral Capes BAC + 4 or 5 because they are largely young people to teach high school level) is a example among many other shows that it is necessary next year regionalize the maximum training Master level, and the maximum of competitions and examinations as Caribbean reserved.

2) Many jobs for young people or long-term unemployed will be created around these facilities for the elderly who can stay at home: catering, entertainment, exit, maintenance, care, meals on wheels or racing, supervised activities ( various courses, internet learning, gardening, etc ...).
